WASHINGTON -(Dow Jones)- Senate Banking Committee Chairman Christopher Dodd ( D., Conn.) is close to releasing a draft bill to overhaul financial-industry rules, with the aim of moving final legislation through his panel as early as the week of Nov. 16, a Dodd spokeswoman said.
